Responding to Heathrow Expansion Consultation

The Government is consulting on the National Policy Statement which will lead to Heathrow Expansion and the third runway. We have outlined what it means for Stanwell Moor.

Here are some key points on how to respond to the benefit of our village:

1. Challenge the Noise “Lock-In”

The government claims noise will be no worse than 2024 levels, but as a village next to the runway, “average” noise metrics don’t reflect daily reality.

  • We need to push for a legally binding night flight ban (e.g., between 11:00 PM and 6:00 AM).
  • Aa massive increase in total flights makes “predictable respite periods” (scheduled times when planes switch runways to give residents a break from noise) absolutely vital for mental health and sleep.

2. Expose the “Surface Access” Bottlenecks

More flights mean hundreds of thousands of extra passenger and cargo journeys every single day. If the airport expands, local village roads often become gridlocked shortcuts.

  • We need to demand a “No Increase in Airport-Related Road Traffic” guarantee.
  • We need to insist that Heathrow fully fund localised mitigation—a residential parking permit scheme, traffic-calming measures in your village, and a direct, subsidised bus link for local airport workers and residents in the village.

3. Demand Hyper-Local Air Quality Monitoring

Air quality targets are often measured across wide regions, which can mask dangerous spikes in pollution right next to the tarmac.

  • We need to demand the installation of real-time, independent air quality monitoring stations directly inside our village, measuring different types of particles.
  • The policy must include a “trigger clause”: if pollution in our village breaches legal limits; airport growth or capacity must be automatically capped until levels drop.

4. Insist on a “World-Class” Compensation Scheme

If the expansion is designated as Critical National Growth Infrastructure for the benefit of the whole country, our village shouldn’t bear the financial and emotional cost alone.

  • We need a legally binding, comprehensive compensation package.
  • A comprehensive compensation package must include full, market-value property guarantees (plus moving costs) for anyone wishing to leave, and investment in local services to protect the life of the village.
