Stanwell Moor Residents: Have Your Say on the PSPO

Posted on October 17, 2026October 17, 2026 by admin

If you live in Stanwell Moor, you’re likely familiar with the ongoing battle against airport-related parking and anti-social behaviour. Spelthorne Borough Council has officially opened a review and public consultation on the Misuse of Public Land Public Spaces Protection Order (PSPO).

Here is what you need to know, why it’s happening, and how to get your voice heard before the deadline.

What does the PSPO cover?

Originally introduced to safeguard local parks and neighbourhoods, the order addresses several key issues affecting quality of life across our area:

  • Taxi and Private Hire Exclusion Zone:Specifically bars taxis and private hire vehicles (PHVs)—frequently waiting on Heathrow fares—from parking up, idling, or waiting across residential streets in Stanwell Moor and parts of Stanwell.
  • Banning Tents & Temporary Shelters:Prohibits setting up unauthorized encampments or structures on council/public land.
  • No Open Cooking Devices:Prohibits barbecues and open cooking equipment in local parks and green spaces to curb fire risks, scorched grass, and litter.

Anyone breaching the order without reasonable excuse faces an on-the-spot Fixed Penalty Notice (FPN) of £100, or a fine up to £1,000 if prosecuted. Here is the Order:

Why is it being reviewed?

Under UK law, PSPOs cannot simply run indefinitely without review—they must be formally assessed every three years to determine whether they remain necessary, proportionate, and effective.

The council is reviewing the order to:

  1. Evaluate impact: Gather hard evidence on whether the taxi exclusion zone has successfully curbed airport overspill parking, engine idling, littering, and noise in village streets.
  2. Decide on an extension or variations: Determine whether the order should be extended for another multi-year term, strengthened, or adjusted to tackle displaced parking in adjoining roads.
  3. Gauge community sentiment: Check whether residents still feel protected by the rules and identify any lingering enforcement gaps.

How to have your say & who to contact

The consultation window is open until 31 October, and local feedback directly shapes whether the restrictions are renewed or updated.

  • Online Survey:Fill out the council’s consultation questionnaire directly at www.smartsurvey.co.uk/t/PSPO26.
  • Email:Send your feedback or evidence of ongoing issues to the Joint Enforcement Team at lawenforcement@spelthorne.gov.uk.
  • Phone:If you need a paper copy or require assistance, call Spelthorne Council customer services at 01784 444260.

Make sure to share your experiences—positive or negative—so the council knows how the restrictions are performing on the ground in Stanwell Moor!

The PSPO has made a tangible difference to the Village by pushing out the taxis from the village. It is paramount that we continue to have the PSPO so our roads are kept clear of them. Make you voice heard now.
