Stanwell Moor – Heathrow Airport Expansion Consultation In Your Area booklet

Posted on November 4, 2026November 4, 2026 by admin

Download the booklet below and read this article on key areas to raise at the event on 12 November and in your consultation response.

Stanwell Moor Community Watch attends the Heathrow Local Community Forum so that HAL is held to account with its expansion plans and that Stanwell Moor is fully represented as one of the villages around the airport. We also took part in the neighbourhood group meetings to feed back on the In Your Area booklet so that the airport listened to communities about what tangible improvements it could make since the last version in 2019. You decide.

Heathrow Airport Limited’s “In Your Area: Stanwell and Stanwell Moor” (Expansion Consultation 2026) booklet outlines the updated scheme to construct and operate a northwest three-runway airport, focusing on direct impacts, construction phasing, transport infrastructure, and environmental mitigations south and southwest of the airport.

The public consultation runs from 27 October to 22 December 2026 ahead of an anticipated Development Consent Order (DCO) application. While the primary runway sits to the north, Stanwell Moor faces major permanent interventions on its doorstep—including the reconfiguration of the M25 Junction 14 and Stanwell Moor Junction, realignments of the A3044 and Airport Way, significant river diversions (the Twin Rivers), extensive construction staging, a dedicated HGV lorry park, and the relocation of local facilities like the Vineries Allotments.

Key Points for Stanwell Moor Residents to Raise with Heathrow Airport

  • Exclusion from Property Offer Schemes: No properties in Stanwell Moor are currently included within either the Compulsory Purchase Zone (CPZ) or the Wider Property Offer Zone (WPOZ), despite the village’s proximity to major boundary works and infrastructure.
  • Noise Mitigation and Property Eligibility: Heathrow has amended the draft Order limits to include five specific properties in Stanwell Moor to deliver noise mitigation; residents should demand to know if insulation packages cover both construction and operational aircraft noise.
  • Intensive Construction Support Sites (CSS): Stanwell Moor will sit directly adjacent to two major compound sites: CSS12 (accessed directly off Horton Road, later used for T5XW terminal support before land restoration) and CSS11 (accessed off Airport Way/Stanwell Moor Road with laydown areas and offices, later proposed as a public park).
  • 24/7 Construction Working Hours: Heathrow proposes 24-hour, 7-day-a-week working (including Bank Holidays) to deliver the runway, which risks significant nighttime disruption, vibration, and light pollution on village borders.
  • Traffic Infiltration and Congestion: Early transport modelling indicates peak-hour traffic spikes on key local arteries including Horton Road (west of J14), A3113 Airport Way, A3044 Stanwell Moor Road, and the M25 (J13–J14), with Phase 1 carrying the highest construction traffic volumes.
  • Stanwell Moor Junction and Road Overhauls: Upgrading Stanwell Moor Junction into a multi-level roundabout with an arm/tunnel into Terminal 5, realigning the A3044 to the west of the M25, and temporarily diverting Airport Way will cause severe local disruption.
  • Local Dedicated Lorry Park: A new holding park for heavy goods vehicles (HGVs) awaiting access to the cargo centre is planned along the Southern Perimeter Road immediately northwest of Stanwell Moor junction, raising issues of localised emissions, visual intrusion, and idling noise.
  • Realigned Twin Rivers and Water Attenuation: The Duke of Northumberland’s and Longford Rivers will be realigned requiring strict scrutiny of local flood risk and drainage during extreme events.
  • Preservation of Village Character and Rights of Way: Heathrow acknowledges that Stanwell Moor’s distinct rural village setting will be permanently altered by large-scale infrastructure, requiring binding commitments on acoustic bunds, tree screening along Horton Road/Stanwell Moor Road, and the reprovision of severed Public Rights of Way (PROW) and Green Loop crossings.
  • Private Hire Anti-Social Parking: While Heathrow proposes a second Authorised Vehicle Area to curb airport-related fly-parking, enforceable village-wide traffic and parking management orders are required to keep waiting private hire vehicles out of Stanwell Moor’s residential streets.

What could have been improved in the booklet

Omission of Concrete Noise Data and Flight Respite Rules: While the booklet acknowledges that expansion will cause “new noise and vibration effects” it provides no baseline comparisons for Stanwell Moor.

Property Blight: To be genuinely transparent, the booklet should explain the legal threshold required to trigger the Interim Property Hardship Scheme for residents who become unable to sell due to infrastructure blight.

Vague Construction Intensity and Traffic Peak Figures: Residents are unable to evaluate how Construction Support Site 12 (CSS12) off Horton Road (p. 52) will affect village access without clearly projected vehicle volumes.

Indefinite Terms on the Community Compensation Fund: While presenting the Community Compensation Fund (p. 47), the booklet admits Heathrow has not settled on its financial scale, funding mechanism, administration, or naming, turning what should be a concrete mitigation proposal into an open-ended survey rather than a committed community guarantee.
