Heathrow Airport (HAL) has set up neighbourhood groups so it can have conversations with local community representatives about what they are proposing for the Heathrow Expansion project.
Stanwell Moor Community Watch was invited to attend in the inaugural meeting of HAL’s Heathrow Expansion Neighbourhood Group. We went along to give our feedback and advice on their new project’s plans.
We also attended Arora’s public event on 3rd July 2026 to find out about the rival application and how it affects Stanwell Moor.
The timeline for HAL’s Heathrow expansion project began last year when it launched its original proposal. The Government have now (July 2026) launched its review of the ANPS – renamed the Heathrow Expansion National Policy Statement (HENPS) After a year the Development Consent Order (DCO) will be applied for (2028) with approval expected to follow in 2029. This will be followed by the commencement of the construction of the third runway. HAL consider this an ambitious timescale that is susceptible to changes, such as by changes in the UK political situation.
At the moment there is the consultation on the Government HENPS, plus the announcement of the Arora plan which is inviting responses. This will be followed by HAL’s plan this Autumn is to hold in-person events (September-October). HAL will use the events to share its key documents with residents.
HAL have set up these neighbourhood groups around the whole of the airport in order to help them shape its engagement that meets local residents. The groups are to advise HAL on its engagement with communities leading to its DCO submission. HAL want to customise its consultation to individual local communities and use the neighbourhood groups to discuss its ideas.
HAL have put Stanwell and Stanwell Moor into one neighbourhood group. Whilst both have some shared needs being part of the south area of the airport, they also have very different and distinct neeeds which we will ensure will be expressed.
HAL are going to produce “Local Area Documents.” These will cover, amongst other things, specific information about what will happen in individual localities, environmental matters, noise and compensation, and connectivity (transport). HAL will consult the groups on the content to ensure they are written appropriately for residents, and cover local topics of interest.
We will continue to attend the group to hold Heathrow Airport to account, ensure that Stanwell Moor is fully represented separately from Stanwell, and that the Group ensures it is fully engaged with our village as the airport expansion project progresses.
