Standing Up for Stanwell Moor: An Update on the New Heathrow Expansion Groups. Recently, Heathrow Airport Ltd (HAL) launched a series of “Neighbourhood Groups” to help them prepare their revived expansion plans with local communities. We were invited to the inaugural meeting for our area—and we went.

Our attendance does not mean we endorse HAL’s plans. We are participating strictly as an independent voice for Stanwell Moor. Our job is to sit at the table, scrutinise their proposals, challenge their assumptions, and make sure our village isn’t ignored.

Here is what you need to know about where the expansion plans stand right now, what is coming next, and how it impacts us.

The Battle of the Plans: HAL vs. Arora

It isn’t just Heathrow Airport pushing a plan. Right now, there are two competing proposals on the table that could affect Stanwell Moor:

HAL’s Official Proposal: The airport’s own plan for a third runway and associated infrastructure.

The Arora Plan: A rival, private application by the Arora Group. On 3rd July 2026, we attended Arora’s public event to scrutinize their alternative layout and analyse exactly how it would impact Stanwell Moor compared to HAL’s version.

The Expansion Timeline: Where We Are Headed

The expansion process is moving quickly, driven by recent government action. HAL admits this is an ambitious schedule that could easily shift depending on the UK political climate, but this is the roadmap as it stands today:

Government Review Launched.  July 2026 (Current)

The Government has officially launched its review of the Airports National Policy Statement—now renamed the Heathrow Expansion National Policy Statement (HENPS). Public consultation on this policy is open now.

HAL In-Person Community Events.  Autumn 2026 (Sept – Oct)

HAL plans to host in-person events across local areas to share its key expansion documents directly with residents.

Development Consent Order (DCO) Application.  (2028)

Following a year of local consultations, HAL intends to formally apply for a Development Consent Order (the ultimate planning permission required for national infrastructure projects).

Target Approval & Construction.  (2029 onward)

HAL anticipates receiving planning approval by 2029, which would be immediately followed by the start of construction on the third runway.

Fighting for Stanwell Moor’s Distinct Voice

HAL has chosen to combine Stanwell Moor and Stanwell into a single neighbourhood group.  While our two communities sit on the southern boundary of the airport and share certain local concerns, Stanwell Moor has entirely unique, distinct needs. Our geographic proximity, village identity, and specific localised impacts mean we cannot simply be lumped into a one-size-fits-all category.  We made this point clear at the inaugural meeting, and we will continue to ensure that Stanwell Moor’s specific voice is never diluted or overshadowed.

Holding HAL to Account on “Local Area Documents”

HAL announced they will be producing Local Area Documents designed to give specific, granular detail about what expansion means for individual neighborhoods. These documents are slated to cover: Local construction impacts, environmental and noise protections, compensation schemes for resident, and Connectivity and local transport changes

HAL’s stated goal for the Neighbourhood Groups is to get advice from us on how to customise their consultation and ensure these documents are readable for residents.  Our stance is firm: We will use these meetings to audit these documents ruthlessly. We will ensure they cover the real, tough questions you care about, that the facts aren’t hidden away, and that HAL is held to account on every promise they make.

Your Voice Matters: The government’s HENPS consultation and the Arora plan consultation are active right now. We strongly encourage all residents to submit their views.
